    Don't know about herring but we know that vast shoals of mackerel have headed north and are being hoovered up by the Icelanders and Scandinavians so maybe it's down to a shortage of their normal food.

    It would be difficult but with a big enough deterrent it might have an effect. Confiscation of all gear and boats for instance besides massive fines. Just to be clear, I think this should apply to recreational fishing too.
