What kind of lure is this?

Found this lure while snorkeling in Thailand, have never seen something like this with the spikes. Didn’t find it online either. Is something broken on it or how does it work?

It is a squid jig.
The squid get there testicles stuck on the spikes when they try to eat it.

Yep, as Thrasher said, it's definitely a Squid Jig. The tentacles of the Squid get tangled in the 'grid' at the rear of the Jig, and the lead weight underneath aids casting and keeps the Jig upright in the water.

I have 4 of these in my tackle (fishing) box, various colours and luminous. They also catch cuttlefish.
